President of Turkmenistan held Cabinet of Ministers meeting

President of Turkmenistan Serdar Berdimuhamedov held a Cabinet of Ministers meeting via digital system on March 27. Key issues of state policy and the economy were reviewed, the state news agency TDH reported.

Chairwoman of the Mejlis D. Gulmanova reported on efforts to update legislation. Amendments are being introduced to the Code of Administrative Offenses, the Customs Code, and a number of laws, including those on industrial safety, accounting, migration, and fisheries. Deputies are also taking part in meetings and seminars involving UN structures. The President of Turkmenistan stressed the need to prepare new draft laws in line with modern requirements.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov presented a draft Concept for the Development of the Intellectual Property System for 2026–2052. The document provides for updating the legal framework, promoting innovation, supporting entrepreneurship, and introducing digital solutions. The President signed the relevant resolution and instructed that work continue.

Deputy Chairman of the Cabinet of Ministers G. Agajanov reported on measures to improve the efficiency of geological exploration. Seismic survey work is underway, and the technical base is being modernized. The proposal was approved.

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on the progress of agricultural work. Cotton sowing has begun in the regions, while wheat crop maintenance is ongoing. Preparations are also underway for the sericulture season and rice cultivation. The President signed a resolution on rice production for 2026 and instructed that seasonal work be closely monitored.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the modernization of the electric power sector. Measures are being taken to ensure stable supply and increase electricity exports. The initiative was approved.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev reported on preparations for the Universal International Exhibition “Cooperation and Development” in Ashgabat. Around 80 companies have already registered. The President instructed that the forum be organized at a high level.

Deputy Chairman of the Cabinet of Ministers B. Seyidova presented the schedule of events for April. Forums, exhibitions, and cultural events dedicated to national dates are planned. The opening of social and cultural facilities is also scheduled.

Deputy Chairman of the Cabinet of Ministers B. Mammedov reported on preparations for a meeting of the Intersectoral Commission on Scientific Research. The work is aimed at developing technology and import substitution. The President instructed that efforts to improve the scientific sphere continue.

Deputy Chairman of the Cabinet of Ministers and Foreign Minister R. Meredov reported on preparations for a meeting of the Strategic Advisory Council “Turkmenistan – United Nations,” which will be held on March 31. The agenda includes preparation of the third Voluntary National Review on the SDGs, projects to reduce methane emissions, and the development of youth policy. The President approved the proposals.

The head of state also noted the fifth anniversary of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children. A decree was signed awarding the “Arkadag” medal to representatives of international organizations.

Deputy Chairman of the Cabinet of Ministers B. Annayev reported on the development of the digital communications system. Consideration is being given to connecting Türkmenpoçta to the International Postal System (IPS) of the Universal Postal Union. This would help expand cooperation with global e-commerce platforms. The President instructed that modernization of the sector continue.
