From 3 to 4 October, a delegation from Turkmenistan led by Gurbanmyrat Mezilov, Rector of the Oguzhan Engineering and Technology University, visited Tokyo. Meetings with representatives of Japanese government agencies, scientific organisations and companies was held as part of the visit, according to the press service of the Ministry of Foreign Affairs of Turkmenistan. On 3 October, the delegation discussed projects for training specialists, academic exchanges and joint programmes for universities in Turkmenistan with D. Nagai, Deputy Director of the Innovation Center for NanoMedicine at the Kawasaki Institute of Industrial Promotion. The parties discussed the prospects for the introduction of nanotechnology in Turkmenistan, the training of young scientists and the possibility of Turkmen students doing internships in Japan. Negotiations were also held with the Chairman of the Turkmen-Japanese Association for Scientific and Technical Cooperation, H. Koinuma, where new areas of partnership, the holding of conferences and the expansion of exchange programmes were discussed. In addition, a meeting was held with M. Yamazumi, Section Manager of the Japanese “Tohkemy” Corporation. The main focus was on the introduction of advanced technologies in Turkmenistan and joint projects, including research on water purification within the framework of a previously signed Memorandum.
On 3 October, President of the Republic of Armenia Vahagn Khachaturyan met with Turkmenistan's Ambassador Extraordinary and Plenipotentiary to Yerevan, Muhammetgeldi Ayazov, who is completing his diplomatic mission. Khachaturyan conveyed congratulations to the President of Turkmenistan, Serdar Berdimuhamedov, and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, on the 34th anniversary of Turkmenistan's independence. On 3 October, at a meeting of the Cabinet of Ministers of Turkmenistan, Deputy Prime Minister and Minister of Foreign Affairs Rashid Meredov presented a report on the work of the Foreign Affairs Ministry for the first nine months of this year. During this period, President of Turkmenistan Serdar Berdimuhamedov made official visits to Russia, China, the United States, Japan, Uzbekistan, Kazakhstan and Mongolia. Turkmenistan's gross domestic product (GDP) grew by 6.3% in January–September 2025. These figures were announced on 3 October at a meeting of the Cabinet of Ministers of Turkmenistan, according to the state news agency TDH. According to a report by Deputy Chairman of the Cabinet of Ministers Hojamyrat Geldimyradov, positive dynamics were recorded in all major sectors of the economy. The largest growth was shown by the transport and communications sector (+10.8%), trade (+9.6%) and services (+8.4%). Construction increased by 7% and agriculture by 5%. Industrial production for the period increased by 10% compared to last year. Retail trade turnover increased by 13.2% and foreign trade by 8.5%. In addition, the average salary at large and medium-sized enterprises rose by 11.8%. After hearing the report, President of Turkmenistan Serdar Berdimuhamedov instructed the government to take measures to maintain sustainable GDP growth.

President of Turkmenistan Serdar Berdimuhamedov has signed a series of Decrees on personnel decisions in the Foreign Affairs Ministry, according to the news website Asmannews. Orazmuhammet Charyev has been relieved of his duties as Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Kingdom of Saudi Arabia, the Kingdom of Bahrain, the State of Palestine, the Hashemite Kingdom of Jordan, the Sultanate of Oman, the Arab Republic of Egypt, as well as from his position as Permanent Representative of Turkmenistan to the Organisation of Islamic Cooperation in connection with his transfer to another job. Ayazov Muhammetgeldi, who previously served as Ambassador to Armenia and Lebanon, has been appointed to replace him in Saudi Arabia. According to the Decree, Garajayev Serdarmammet has also been relieved of his duties as Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the United Arab Emirates, the Republic of Iraq and the State of Kuwait in connection with his transfer to another job. In addition, the President of Turkmenistan has conferred the diplomatic rank of Ambassador Extraordinary and Plenipotentiary on Bayramov Bayram and appointed him as the new Head of the Diplomatic Mission of Turkmenistan to the UAE. On 2 October, Turkmenistan's Foreign Affairs Minister Rashid Meredov met with Artur Andrysiak, Director of the Asian Development Bank (ADB) Resident Mission in Turkmenistan. President of Turkmenistan Serdar Berdimuhamedov made a working trip to Ashgabat, where he familiarised himself with plans for new medical facilities and held a meeting with relevant officials. The Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship will finance the design and construction of a mosque in the city of Fizuli (Azerbaijan). The relevant contract was signed with the private Turkmen company ‘Aga-gurluşyk’, according to the news website Asmannews. This decision reflects the expansion of the Fund's humanitarian activities and the strengthening of friendly ties between Turkmenistan and Azerbaijan.
