On 29 January, Foreign Minister of Turkmenistan Rashid Meredov met with Deputy Foreign Minister of the Russian Federation Mihail Galuzin at the Ministry of Foreign Affairs of Turkmenistan. The parties confirmed their commitment to deepening the Turkmen-Russian strategic partnership and noted the role of regular high-level contacts in the development of bilateral relations. Special attention was paid to cooperation in international forums, including within the UN and the CIS, which is chaired by Turkmenistan this year. Turkmenistan continues to implement programmes for the development of social and residential infrastructure. The working plans for 2026 were approved on 9 January at a meeting of the Cabinet of Ministers. They cover all sectors of the economy and social sphere, according to the state news agency TDH. Turkmenistan's President Serdar Berdimuhamedov previously reported that GDP growth since the beginning of the year has remained at 6.3 per cent. New modern villages and settlements have been put into operation in the country. Dovletli Mekan and Bagtly Zamana were opened in the Ahal velayat, and the settlement of Bitaraplyk in the Dashoguz velayat. Construction was carried out as part of long-term state programmes for socio-economic development. In the svillage of Bitaraplyk in the Koneurgench etrap, 400 residential buildings, social and administrative facilities, schools and kindergartens have been built. All buildings are connected to utility networks, and the territories have been landscaped. Similar infrastructure has been created in Dovletli Mekan in the Ak Bugday etrap and in Bagtly Zamana in the Kaka etrap. The projects include housing, educational and medical facilities, as well as utility networks. At the same time, new residential areas are being built throughout the country. The system of preferential mortgage lending is being expanded, including for young families. The rapid pace of construction continues in the city of Arkadag, where the second phase of the project is being implemented. On 10 January 2026, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov visited the city to familiarise himself with the progress of the work. During a meeting with representatives of foreign companies, the construction of a medical cluster and quality control of materials were discussed. The construction of large medical facilities is also continuing in the country. New international centres are being built in Ashgabat, and modern hospitals and clinics are being built in the regions. In 2025, a number of medical facilities were commissioned and foundations were laid. The development of social infrastructure also affects the field of education. New university buildings, dormitories and educational complexes are being commissioned in the country, and the construction of buildings for specialised institutes is continuing. According to data announced at a meeting of the Halk Maslahaty of Turkmenistan, in 2025, 65.6 per cent of investments were directed to production facilities and 34.4 per cent to social and cultural facilities. These funds were used to develop construction, healthcare, education and infrastructure. The implementation of projects is seen as one of the key instruments of the country's socio-economic policy.
Azerbaijan's Ambassador to Turkmenistan Gismet Gozalov met with Davut Orazsahedov, Director of the Magtymguly Institute of Language, Literature and National Manuscripts of the Academy of Sciences of Turkmenistan. This was reported by the Orient news agency. The parties emphasised that relations between the countries had reached a new level in 2025 due to the political support of the leadership. They noted the intensification of mutual visits and high-level contacts, as well as the expansion of cultural and humanitarian cooperation within the framework of the joint inter-governmental commission. Particular attention was paid to science and education as key areas of bilateral cooperation. The importance of joint research on the heritage of the poet Magtymguly Pyragy, translations of his works into Azerbaijani, the work of the Centre for Turkmen Literature in Azerbaijan and the presentation of the collection ‘Fell in Love’ in Ashgabat were noted. Joint scientific programmes, conferences, exchanges of young scientists and publications were discussed, as well as cooperation between the Institute of Manuscripts named after Muhammad Fuzuli of Azerbaijan National Academy of Sciences and the Turkmen institute. In the future, the parties plan to develop projects within the framework of UNESCO, TURKSOY, the Turkic Culture and Heritage Foundation and the Turkic Academy.
The Consulate of Turkmenistan in Frankfurt am Main held negotiations on expanding economic cooperation with Germany. This was reported by IIC. The Consul of Turkmenistan in Germany discussed with Andreas Jahn, Chairman of the German-Turkmen Forum and Executive Director of the German Federal Association of Small and Medium-Sized Enterprises (BVMW), the strengthening of ties between the private sectors of the two countries and the development of economic diplomacy. The dialogue was a continuation of the Days of Turkmenistan's Economy in Germany and focused on practical steps, primarily the organisation of mutual business missions and the study of the experience of the German Mittelstand. Particular attention was paid to the introduction of management and technological solutions in Turkmen industry. The BVMW, which brings together more than 900,000 companies, is seen as a key partner in the modernisation of Turkmenistan's economy. German business, in turn, sees the country as a promising partner in the field of processing and logistics. Specific agreements are planned to be discussed in March 2026 in Ashgabat as part of the anniversary events of the Union of Industrialists and Entrepreneurs of Turkmenistan and the IFT 2026 investment forum, which should give the cooperation a practical and long-term character.
On 28 January, the Embassy of the Republic of Uzbekistan in Turkmenistan held a briefing on the update of the ‘Uzbekistan – 2030’ Strategy. Ambassador Extraordinary and Plenipotentiary Ravshanbek Alimov presented to media representatives the key provisions of the document, which defines the long-term development priorities of Uzbekistan, according to the publication ‘Turkmenistan: Golden age’. The strategy includes 100 goals in five areas. They cover social development, economic growth, protection of natural resources and ensuring the rule of law. A separate section is devoted to creating conditions for the self-realisation of citizens and continuing a foreign policy based on the principle of a ‘safe and peaceful state’. The briefing also emphasised the importance of regional cooperation. In the context of the changing geopolitical situation, Central Asia is seen as a connecting space between East and West. Particular emphasis is placed on developing relations with Turkmenistan. It was noted that with the support of President Shavkat Mirziyoyev, President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, bilateral cooperation has reached the level of a strategic partnership. Uzbekistan confirmed its readiness to participate in joint projects, including the development of transport and transit corridors and the expansion of trade, economic and humanitarian ties.
On 28 January, political consultations between the Foreign Affairs Ministry of Turkmenistan and the Kingdom of Morocco took place in Ashgabat. The negotiations were held at the level of heads of structural divisions, according to the press service of the Foreign Affairs Ministry of Turkmenistan. The Turkmen side was represented by the Head of the Middle East and Africa Department of the Ministry of Foreign Affairs of Turkmenistan. The Moroccan delegation was led by Omar Kadiri, Director for Asia and Oceania at the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates. The parties discussed bilateral cooperation in the political-diplomatic, trade-economic and cultural-humanitarian spheres. Particular attention was paid to cooperation within international and regional organisations, including the UN. The practice of mutual support for initiatives was noted. Interest in the development of trade and economic ties was confirmed. The oil and gas, chemical and textile industries, agriculture and tourism were named among the priorities. The possibility of establishing a Joint Commission on Economic Cooperation was considered. The expediency of holding meetings of relevant ministries and departments with the participation of business representatives was also noted. The parties emphasised the importance of the existing legal framework and agreed to intensify work on new bilateral documents in the areas of foreign policy, transport, education and science.
Dovletmyrat Seyitmammedov, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to Georgia, took part in an event dedicated to World Turkic Language Family Day, which was held at the Tbilisi branch of the Yunus Emre Institute, a Turkish cultural centre. On 27 January, Myratgeldi Seyitmammedov, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to Qatar, held a meeting with Abdulaziz bin Mohamed Al-Horr, Director of the Institute of Diplomacy of the Foreign Affairs Ministry of Qatar. During the conversation, the Ambassador of Turkmenistan announced that 2026 has been declared the year of ‘Independent Neutral Turkmenistan − the Homeland of Purposeful Winged Horses’ in Turkmenistan. A delegation from Turkmenistan, led by Parahat Jumayev, Director of the Turkmenbashi International Sea Port, on a working visit to Azerbaijan, held talks with Eldar Salahov, Director of Baku International Sea Port LLC. The meeting was also attended by Gurbanmammet Elyasov, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to Azerbaijan, according to the press service of the Ministry of Foreign Affairs of Turkmenistan. The parties noted the consistent strengthening of the strategic partnership between Turkmenistan and Azerbaijan, paying particular attention to the development of logistical cooperation between the ports of Turkmenbashi and Baku (Alyat). It was emphasised that cooperation is aimed at increasing cargo traffic across the Caspian Sea, developing the Middle Corridor and expanding transport links against the backdrop of growing mutual trade. In recent years, the parties have intensified their efforts to increase transport volumes and simplify cross-border and customs procedures. The reduction in tariffs for sea and rail services has contributed to the growth of multimodal transport and an increase in transit container transshipment. The development of the ports of Turkmenbashi and Baku (Alyat) is aimed at transforming them into key logistics hubs in the Caspian region, serving international ‘East-West’ corridors. The main route between the two ports provides transshipment of oil, various cargoes and railway cars. After modernisation, the port of Turkmenbashi has become a major transport hub, while the port of Baku in Alyat continues to expand its infrastructure and strengthen its position in freight and passenger transport. Special attention is paid to the development of the Caspian Sea–Black Sea international transit and transport corridor, including the prospects for increasing cargo traffic through the ports of Turkmenbashi, Baku, Poti, Batumi and Constanta. The importance of expanding cooperation with all interested parties, including the European Union, was emphasised. The meeting participants also discussed issues related to establishing effective information exchange to improve coordination within international transport routes.
The National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov visited the city of Arkadag and familiarised himself with the progress of construction of facilities within the framework of the second phase of development. During the visit, Hero Arkadag inspected the modernised avenue, bridges and road transport infrastructure facilities, and held a working meeting with responsible officials, according to the state news agency TDH. Early in the morning, Hero Arkadag visited the bridge at the intersection of Geokdepe and Akhan avenues. Issues related to the strength of the supports, the quality of the structures and the accounting of freight traffic were discussed. Recommendations were made on the improvement of the surrounding area and the creation of green zones in accordance with modern requirements. The National Leader of the Turkmen people then headed to the central part of the city and familiarised himself with the construction of the second phase of residential buildings. Particular attention was paid to equipping educational institutions and medical centres with digital systems and modern technologies. The working meeting was attended by the Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan, D. Orazov, and the Mayor of Arkadag, G. Mammedova. The pace of construction, the introduction of a digital system and the implementation of the second phase of development were discussed. It was reported that more than 220 social, cultural and industrial facilities are being built as part of the second phase, including schools, kindergartens and apartment buildings with 5, 7 and 9 floors. Hero Arkadag emphasised the need to comply with international standards, effectively use global practices and take into account the opinions of residents when designing and finishing residential buildings. The importance of functional equipment for educational institutions was noted. The city's mayor reported on preparations for the upcoming holidays and the progress of residents' relocation to new homes. During the meeting, the need to speed up work, improve organisation, and strengthen control over the city's amenities and sanitary conditions was noted. It was emphasised that all construction work must be carried out with high quality and within the established deadlines. At the end of the visit, the Hero Arkadag wished the meeting participants success in accomplishing their tasks and departed from the venue.
The city of Arkadag has joined the declaration of intent to establish a Forum of Climate Smart Cities as part of the UN Special Programme for the Economies of Central Asia (SPECA), adopted on the sidelines of COP29. This was reported by the online publication ‘Business Turkmenistan’. The document was signed by the mayor of Arkadag, Gulshat Mammedova, on 23 January 2026 in Ashgabat during the SPECA economic forum. The SPECA Forum of Climate Smart Cities aims to promote the concept of ‘smart cities’ in Central Asia and support the implementation of regional climate initiatives. The 29th UN Climate Change Conference (COP29) was held in Baku from 11 to 22 November 2024, chaired by Azerbaijan.
