On 12 July, Oguljahan Atabayeva, Vice-President for Medical Activities of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, held a meeting with Stanislav Chepurnoy, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Turkmenistan. This was reported by the press service of the Foreign Affairs Ministry of Turkmenistan. The parties discussed prospects for cooperation in the field of children's health care. The Ambassador handed O. Atabayeva a letter on behalf of the Chairperson of the Board of the Belarusian Children's Fund Lyudmila Kondrashova, and a specially designed developmental complex for children. O. Atabayeva expressed her gratitude for the attention and the gift, which was handed over to the Children’s Health and Rehabilitation Center named after Gurbanguly Berdimuhamedov in Arkadag city. On 11 July, Esen Aydogdyev, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Russian Federation, met with Mihail Fradkov, Director of the Russian Institute for Strategic Studies (RISI), in Moscow. Turkmenistan institutes jubilee medal for 30th anniversary of country's neutrality

On the eve of the 30th anniversary of Turkmenistan's neutrality, President Serdar Berdimuhamedov signed a law establishing a commemorative medal, ‘Türkmenistanyň Bitaraplygynyň 30 ýyllygyna’ (‘30th Anniversary of Turkmenistan's Neutrality’). The draft law was presented on 11 July at a meeting of the Cabinet of Ministers, according to the state news agency TDH. As noted by the Chairwoman of the Mejlis, Dunyagozel Gulmanova, the establishment of the medal was initiated by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov. The medal will be awarded for contributions to strengthening independence and international stability, as well as for achievements in politics, economics and culture.


The Mejlis of Turkmenistan adopted 13 laws and strengthened the country's legal framework

On 11 July, during a meeting of the Cabinet of Ministers, the Chairwoman of the Mejlis of Turkmenistan, Dunyagozel Gulmanova, reported on the work of the Mejlis during the first half of the year. This was reported by the state news agency TDH. During this period, 13 laws were adopted, including acts on the enactment of the laws ‘On the Approval and Enactment of the Civil Code of Turkmenistan’, ‘On the Court’, ‘On the Unified State Register of Voters’, ‘On Accession to the Relevant Protocol to the International Convention on Cargo Marks’. Amendments were also made to a number of existing laws concerning criminal, arbitration, civil, family and labour law, taxation, migration and other areas. Eleven resolutions were adopted. As part of educational activities, seminars were organised for students of the Academy of Public Administration under the President of Turkmenistan with the participation of members of parliament. The Mejlis accepted the credentials of seven foreign ambassadors, held 32 meetings with foreign parliaments and international organisations, participated in 62 joint seminars and made 21 foreign trips. Separately, D. Gulmanova reported on the preparation of a draft law on the establishment of the ‘Türkmenistanyň Bitaraplygynyň 30 ýyllygyna’ (‘30th Anniversary of Turkmenistan's Neutrality’) medal. The relevant law was signed by the President of Turkmenistan, Serdar Berdimuhamedov, who emphasised the importance of further strengthening Turkmenistan's legislative framework.


Turkmenistan's foreign policy: dynamics and key visits

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov reported on the results of the work of the Foreign Affairs Ministry of Turkmenistan for the first half of 2025 during a government meeting on 11 July. Under the leadership of President Serdar Berdimuhamedov, the country continues to consistently pursue a policy of neutrality, developing friendly and constructive relations in both bilateral and multilateral formats. In January-June 2025, the President of Turkmenistan made a number of important visits to Uzbekistan, Russia, Kazakhstan, Japan and Mongolia. Turkmenistan also received high-ranking foreign guests, including representatives of international organisations and financial institutions. During this period, more than 1,800 negotiations and meetings with foreign partners were held, and 97 international documents were signed. Considerable attention is being paid to strengthening diplomatic relations through a network of embassies. Turkmenistan and Russia strengthen strategic partnership

During the talks, the parties conducted a comprehensive analysis of the current state and prospects for the development of Turkmen-Russian relations. This was reported by the IIC. During the meeting, the parties discussed deepening the strategic partnership between Turkmenistan and Russia, developing cooperation between the expert and analytical communities of the two countries, joint approaches to current issues on the regional and global agenda, and prospects for scientific and research cooperation. Turkmenistan President Serdar Berdimuhamedov noted the successful implementation of programmes over the past six months in his speech at an extended meeting of the Cabinet of Ministers. In the country, 269,700 square metres of housing were put into operation, and the construction of social and industrial facilities continues. The President of Turkmenistan stressed the importance of the UN International Year of Peace and Trust, which coincides with the 30th anniversary of Turkmenistan's neutrality. The second half of the year will be filled with international events, including the forum of the International Year of Peace and Trust, which will be held on 12 December, and the celebration of Turkmenistan's independence and neutrality. Serdar Berdimuhamedov instructed to prepare for the next meeting of the Halk Maslahaty and to establish an organising committee. The Head of State instructed the Heads of all ministries and sectoral departments to hold meetings on 12 July to review the results of the first half of the year and authorised the heads of departments to do so. On 11 July, President of Turkmenistan Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers, which summarised the results of the first half of 2025, discussed socio-economic programmes and personnel issues, and heard reports. The meeting was attended by representatives of the Mejlis, the State Security Council, regional governors, university rectors, media editors and others. Deputy Prime Minister Hojamyrat Geldimyradov reported GDP growth of 6.3%, industry growth of 1%, construction growth of 5.1%, transport growth of 10.8%, trade by 9.9%, agriculture by 4.5% and services by 8.6%. A draft updated ‘National Programme for Improving Living Conditions until 2028’ was presented. As part of the implementation of strategic objectives for the socio-economic development of the country, President of Turkmenistan Serdar Berdimuhamedov signed a number of important documents aimed at improving living conditions, modernising the education system and upgrading the skills of civil servants. This was reported by the state news agency TDH. In order to raise the standard of living in the regions and in accordance with the ‘National programme of the President of Turkmenistan for the transformation of social and living conditions of the population of villages, settlements, etrap cities and etrap centers for the period up to 2028,’ the Head of State approved a revised programme. The document is intended to intensify the implementation of the tasks set out in the course of comprehensive regional development. In addition, Serdar Berdimuhamedov signed a Decree approving the composition of the State Commission for Admission to Higher and Secondary Vocational Educational Institutions of Turkmenistan for 2025. The commission will provide organisational and methodological support for the admission process, which will take place from 14 July to 25 August 2025. In accordance with the instructions, the khakimliks of the velayats, as well as the cities of Ashgabat and Arkadag, have been instructed to ensure conditions for the work of the admissions commissions. In addition, a plan for admission to higher education institutions and secondary vocational schools in the country has been approved. Educational institutions have been instructed to organise entrance exams at their locations. Special attention is paid to training personnel for the civil service. The President of Turkmenistan signed a Decree approving plans for the admission of students to the Academy of Public Administration under the President of Turkmenistan for the 2025–2026 academic year. The document includes retraining and advanced training programmes for members of the Mejlis, members of the Halk Maslahaty, employees of central and local government bodies, as well as paid training programmes for masters and specialists.

Turkmenistan and South Sudan discussed preparations for the UN conference

During the conversation, the parties discussed topical issues of bilateral cooperation and coordination of positions in preparation for the Third UN Conference on Landlocked Developing Countries (LLDC 3). The Ministers confirmed their mutual interest in deepening partnership both on a bilateral basis and within international organisations. The upcoming LLDC 3 conference, according to the parties, should become an important platform for developing effective solutions to the problems of landlocked developing countries.
